Why 'might have 3 in a quite bad hand'?
Small spade for me, please.

But it promises honors in spades, right? I'd still lead a small spade.

Low spade.
For me the choice is between a low spade and the more ambitious club (hoping partner can get in while we still have trumps, to get a small cross ruff going).
I don't mind the club, but choose the spade, because there are a lot of ifs about the club lead - maybe partner won't get in soon enough, maybe partner's spade is the queen, etc.
If partner has 3 spades in a weak hand, is he still promising one of the top 3 honors? (Seems like a waste of a lead-directing agreement, if he does not.)

That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

I think there are more then two leads:
A Club, a trump, a low spade and a high spade, even a diamond can be right.
A club needs the heart or the club ace together with the ace of Spade to be a winner.
A low spade is standard and won't give anything away.
A diamond can be right, because it is a good bet to belive that a diamond length is with our LHO.
A High spade may stay on lead and can figure out which suit will give the best profit. But it will limit the chances to reach partner for a club ruff.
I lead the king of spades. After all, why do I play these kind of redoubles if I don't use the information I get?
Second choice is the queen of Diamond.

Other tables probably won't get the spade "indicator," and the normal lead against what seems like a normal 4♥ contract is the ♦Q. It still could be the best lead anyway.
If I want to swing the board, I lead a club. Now if P has either ♥A or ♣A, we'll get a ruff. Maybe we can build a ♠ trick and a ♦ as well. I'd probably lead the ♦Q because clubs may be breaking badly for declarer so passive may work as well as agressive, and probably won't cost us a trick.
