I Pass. Because I have no points?

If it turns out that partner has half the pack we can still get to 4.
If 4 comes back to me, with my singleton spade and 6-4 shape I will probably bid 5.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

If I consider bidding 5 over 4 I would rather show my hearts now to get p involved in the decision.

I voted 3 since dbl is available for showing hearts with more points. But maybe double should just show general strength and 3 be an honest bid?

Pass for now. I don't want to give partner the impression that I actually have values.

I will get another chance to bid. But if LHO passes out the 2 transfer, I will live with that. :)

Partner won't necessarily have to come to life again.

What would you call if the bidding came back around:

(P) - P - (1) - Dbl
(2) - P - (2) - P
(P) - ?

Here I think we would want to bid 3 having already passed initially and passed again over 2.

However, I do agree with yours (and everyone else's) general point of limiting our hand even further before taking any action.

Obvious 3NT bid :unsure:

Since I'm a passed hand and RHO made a bid of 7-9 hcp, this can hardly be natural and thus must suggest a save over 4.
