3Nt by West will make because South wont go up on the QD lead.
4H by east is trickier but should make.

preempt or not doesnt matter = push.

Here i think reaching 6S is fairly easy but 6H goes down. You have more chance of reaching going wrong after the preempt so im giving +2 for 2D.
