In a random individual I think my partner will take double as penalty.

I would just bid 3N. RHO is a passed hand and didn't open 2H or 3H w/r, so their hearts are likely not very good. Of course LHO could still have good hearts and they could run the suit, but it doesn't seem that likely.

If I was confident my partner was an advanced player I would double.
