4. 3 on the previous round would have been forcing (though transfers would be better), so this is a cue-bid for spades.

partner lacks heart stopper or has long spades, both scenarios sound very good.

4NT is the practical bid if you lack sound agreements (like I do), would be my choice.

This was the problem of my opponents, not mine, but it was created with a 1N overcall with 2722 and AQJxxxx.

They did not solve it as efficiently as the posters here and we gained 13. Counterpart preempted in hearts.

@Gnasher - I would not be convinced 3 was forcing unless discussed. If so, I agree 3 agree spades.
