I led ♣J then ♣3. Partner's ♣Q held and he switched to diamonds. At another table, also defending 3NT after North overcalled 2♣, North led ♣9 to Q and GIB-South switched to diamond. Why isn't GIB-South helping partner to set up his suit?

As you can read here: GIB System notes GIB takes 2♣ as Cappelletti not as natural. Since GIB has a single ♦, it is most probable that partner is one-suited in ♦.
But Cappelletti does not seem to be a part of SAYC.

I guess I misunderstood how this tournament works. I thought GIB would be playing SAYC, since the description says "Everyone uses SAYC", but that's not the case.
