You need some agreements about how partner is supposed to bid here, including an immediate 3♥, dbl then 3♥, pass then 3♥ if I double or maybe good/bad 2NT if you play that. But with no agreements I think 3♥ includes hands that would be a maximum 2♥ without intervention and excludes those that would be a maximum 3♥ without intervention. Opposite that I have enough to bid game.
