further misuse of the stop card

I am beginning to agree with those who say we should do away with the stop card.

Here's an auction at the club today.

RHO opens 1, I bid 1, LHO puts the stop card on the table and...stops.

My partner asks 'what's your bid?' LHO replies - "I'm thinking !!!!" and some time later bids 3. :blink:

The thinking should occur before the hand comes anywhere near the bid box. Someone, once again will ask, "under which Law?" I don't know if there is a regulation which states this, but it is common sense.

In your case, some kind of UI was transmitted. Whether it is decipherable to his partner is another matter. At best, the action was just annoying.

From the ACBL Bidding Box Regulation: "A player is obligated to choose a call before touching any card in the box".

My guess is that this is what happened:

The opponents are playing inverted minors, and LHO had planned to make a weak 3 raise, so he pulled out the Stop card. Then he noticed that there was interference, and this allows him to bid 2 with a weak hand. So now he starts thinking about which he'd prefer, or perhaps he's trying to figure out his ethical obligations ("since I pulled the Stop card, do I have to jump?").

If this is what happened, he didn't really violate the ACBL regulation. He DID choose a call before touching the box, but then he noticed something that caused him to reconsider.

LHO held 9, 86, 72, AQT87652, the time was spent deciding to what level she should make the jump.

That's against the ACBL regulation. She should decide how high she's going to preempt before touching the box. Her thinking was apparently "I know I'm going to jump, so I might as well warn them now with the Stop card."

It's not clear that any damage is done by this improper procedure, though. If she's going to spend time trying to decide how high to jump, there's not much difference between spending that time before or after placing the Stop card. Although if her partner can figure out that this means she was trying to decide how high, it also tells him that a single raise wasn't going through her mind.
