Yes- West is too strong to pass- its so unlikely that partner will double so you have to act. Would I pass 3? no you have to bid 3NT or some other game with such a wild hand and hope for the best. Expect that opener is super weak or psyching.

GIB won't bid 3NT with a singleton or void, even if it's in partner's suit.

This is something we probably need to address, but it's pretty pervasive.
