Well this way East indeed has a stopper in ♥.....I am not a fan of 3NT bid either.

GIB plays "disciplined" weak 2s, so it's possible that North's simulations only gives you AQxxxx, so it "didn't matter" which card he played.

I mean that it doesnt have the ♥ stopper, especially assuming disciplined 2♥ .....

GIB also allows for 5-card weak 2's. If East has Qxx or Ax, then its card didn't matter.
The 3NT bid comes from a rule with this description:

I don't think 4♠ does any better than 3NT on this layout.
