Partner opens 1 Strong NT openings, 2/1 Traditional 4+ or 4=4=3=2. You have 7M hand (say, X AQT9xxx XX AXX).

Of course, we could all handle this if Partner were nice enough to rebid 1NT; but, she makes a 1, 2, or 2 rebid thereby not guaranteeing two cards in hearts, or even one.

(1) Is the example responding hand about the expected type for a 4 rebid? If, so:
(2) Using the same shape, Add some values to create a minimum with which we should start a 4SGF sequence instead.
(3) If the example is not enough and you would merely rebid 3H (almost G.F. because pard could have zero or one heart), then pls add values for both (1) and (2).

What is a jump to 2 immediately over 1? If it is weak, then something like 1-1-2-2 can be used for invitational hands so a jump is GF.

If you use 1-2 as reverse Flannery or something else then I think you have to invent a new suit with a game forcing hand. On the actual hand I would bid 4. FSF followed by 3 does not suggest such a strong suit and FSF then 4 ought to be this type but stronger.

I play WJSs, ranging from 4-7 or so. My 1M+2M is 8-10, 6 card suit. 1M+3M is like you said, about a GF but passable with no support at all. This is on the fine line whether it's a 3 or 4 bid. Without those T9 of Hs it's clear 3. I think I'd also bid 3 now but add anything and it's 4H. I'd expect about ace more for 4sf auction.

1-I think this is too good for me to bid 4, but it is close, 2nd ace makes me annoyed. Especially if pd's rebid was not 1.

2-Add a Q and i am definetely for starting with 4th suit gf or 3rd suit gf over 2 rebid.
