Part way through a hand, a defender attempts to lead a heart. As he is pulling out this card, the card catches the S5 in his hand, and S5 lands face up on the table before he can lead the heart. S5 is

Assume that the facts given in the poll are not in dispute.

This relates to a discussion on Bridgewinners. I'm rather hoping for an unanimous panel.

Doesn't declarer get a say in what is led?

Nope. That's only for major penalty cards.

I guess I should have taken "I'm rather hoping for an unanimous panel" as meaning I'm supposed to read the laws before I vote, but I was too lazy. ;)

Don't feel bad -- there are lots of people who have never encountered a minor penalty card and don't know that there is such a thing. So there would seem to be no reason to read the laws.

The comments at BridgeWinners make it extremely clear that many players are unfamiliar with minor penalty cards. How many responses said something like "In less serious games, I would ignore the law and let them play a "? Yet that is exactly what the law says, so it's not ignoring the law.

I would call the TD and follow the Law; but if the TD didn't know that law, or ruled as in the original, I would have exercised my "right to request waiver of penalty". Of course, fewer people know how that works than know about minor penalty cards...

Surely the sticking point is that a careful reading of 45C1 is required to see that it doesn't include this case. I'm sure the table TD knows what a minor PC is.

Maybe. But does anyone remember the magazine Bridge Today by the Granovetters? They had a "Rueful Rabbit" competition where players sent in examples of silly plays that worked. One entry that was printed in the magazine involved a player taking a "marked finesse" into a minor penalty card. If the Granovetters, with all their experience, didn't know what a minor penalty card was, then I don't think it is unheard of for a director to be in the same position.

And in fact, many years ago I had a minor penalty card, and the director told me that I couldn't lead a card lower than the penalty card (a two) before playing it. I asked him to read me the law, and that is what a knowledgeable player should do, rather than waiving an incorrect penalty. Why not give everyone a chance to learn something?
