This could just be my not knowing how to bid, but how should this hand be bid (is 2H not forcing?)?

I guess I haven't discussed this auction, but usually I would play that 2C is non-forcing and would assume without discussion that 2H is forcing.

2H s explained as 14-22 so that sounds forcing

GIB's explanation of the 2 bid is 9-11, which is not what it has.

Since the explanation of the 2 call is up to 22 HCP, I cannot see how it is permissible for GIB to pass 2.

That explanation says 9-11 total points, which includes 7 HCP plus one distribution point for each of the two doubletons.
