I would bid 3♦ with East's hand, but i am less sure that West has anything more than a raise to 4♦ at these colors. Sitting aginst 4♠ is a fine place if West can think to play hearts befor ♦.

on a longer auction it depends what south does, e.g. 1S-2D-3D-3H-3S-P-4S-5D
Even at red I think the East hand is too good for a WJO, but that's just my style of WJO.

After a slower auction of 1♠ - 2♦ - 3♦ I think west might try 3♠ with pretty large offence under the circumstances.
After they reach 4♠ I'll bid 5♦ as East.
