Minimum for 2S the way I play, but probably a middle-of-the-road 2S for most others.

Usually play 2// in 4th seat as 9+ to 13 HCP with good 6-card suit. This hand qualifies.

2 should be a better hand, although I'm not sure, being the suit spades... This hand is very weak, I'd open 3 and hope to play there.
