i would bid 4d over 3h.

as an aside, it's pretty much universal among stronger players to play 2h as forcing. as 2h is forcing, 3h is available for something more useful. common uses are a splinter in support of diamonds or an invitational hand with 55 majors, with a stronger hand bidding 2h and 3h.

you normally don't need to - you won't have a game on if partner wasn't strong enough to reverse into hearts himself and partner normally has 6 diamonds.

yes, if you have something like a 5404 shape you'll have to bid 2h and wish it was non-forcing, but saving space to get to the right game and slam is much more important than occasionally playing the wrong part score.

I would give support to . Partner is showing a major two suiter at least 5-5.
The King is a very useful card indeed.
No Trumps are out of the question with two such very unbalanced hands with voids and
singletons highly likely. 6 is looking very good.

You have 8 diamonds, you want to play diamonds.
If 3H is gf, bid 4D, setting the suit, if it is NF, bid 5D.

There are treatments out there, but those treatments are not B/I stuff, search for
Meckwell / Reverse Flannery.
