Is the East hand too strong for pre-emption at the 3-level?
Is West hand so good as to get to game over a pre-empt?

I think it is south who should bid 4. Mostly because if north declares a diamond lead will beat it very quickly.

In spite of expert disdain, ordinary players adhere to some variation of the Losing Trick Count, so, assuming no duplication, we might get there. Knocking off a loser for trump-control:
  • East has less than 9 losers, so is worth a raise to three.
  • West has less than 6 losers, so is worth game

5-5 opposite a 4-card raise, good trumps. Just bid 4 already, you don't want to see them bid 4 of a round suit.

I'd have bid 4 as East. With a singleton and 4-card support for partner's major-suit opening I usually raise to game.
... that would still not be conclusive proof, before someone wants to explain that to me as well as if I was a 5 year-old. - gwnn

I often do as well, but this hand seems meh, if it had a stiff heart I would do it but with 3 hearts it's quite possible they have no game and our hand does not have that much offense.

We are probably abnormal in this view anyways, surely west has a normal 4S bid to anyone.

west hand should bid 4s hand evaluates to close to 19 opposite a p with
a lot of trumps (which also cuts down on our defense if the opps start
bidding.

3s seems very reasonable from the E hand.
