Too wide range of description after opening 2c

After cheaper minor 3 which promises forcing to 3,only,If I rebid 3,it only shows 19hcp+,23TPs,4+,5+,I am worried about Gib partner bidding 3 if I really rebid 3,how to next? so I have my best to bid 3nt showing my hand with 25hcp.
However first time to see the explanation on 3nt,3nt says " 4-,5-6,25-32hcp...".
This range with 8hcp is too wide,really not good.
I believe that the main root of this problem is 2 as bid waiting,bid waiting is almost useless.
How to resolve this problem?
There are many solutions,for example,after 2 ,2 as positive responding,2 as negative responding.

Problem is 3 is potentially a double negative. •

So, if you have a GF opposite 0 pts., you may have to bid game now. Your hand is essentially unlimited at this point so wide range unavoidable using this system.

I think it better to have 3 as always a double negative and bid 2N with balanced or .
