What's the term in transfering BB$ and MB$

When I use the BB$ before and transfer to my friend before, the transfer are immediately available.
Now I would like to buy some BB$ from my friend, then they said transfers to accounts that don't belong to you are limited to once every six months, I am pretty disappointed as it was different from the past practice. Is there other rules related to the money use in BBO? thanks

We've had the 6-month limit since June 2013.
