That said, easts Pass over 3♠ and west apparently willing to play at the 3 level are at least curious.
I'll try something like a 4♥ cue to try and talk them out of a 5♥ bid which is where the battle line rates to be drawn.

Back on planet Earth, you could start by asking if Wests raise is pre-emptive or 'mixed'.

4S on the other hand, should be great. I'm not worried about the opponents bidding on to 5H. RHO had a chance to act over 3S and didn't. LHO was content to play in 3H originally, so he'll pass over 4S. Unless there was a really long pause after 3S, but I know how to handle that situation.

of course you're wrong in every way. opps routinely come back to life for tactical reasons, and, shock horror, they don't always have as many points as they're claiming in the bidding.
4s would just be a lazy bid. 4C has zero downside and is descriptive - partner isn't going to take you for any more than this considering you passed 1 heart.
