I trust that partner's already worked out that as you didn't open a weak two bid vulnerable (in 2nd position) that you have a goodish suit but only 5 of them and a hand approaching but not quite an opening bid, and he then only bids 2NT.

Whilst borderline bidding vulnerable games is recommended, these hands might suffer entry problems due to their distribution so 'Pass' it is for me too.

It depends on your opening NT range. Partner could have a strong NT.

If 2NT is a strong NT, 2NT should be GF.
You can certainly shade the req. for a 2/1 response by a passed hand,
but it still should be enough to give game a reasonable chance.

Yes. The popular treatment around here is 15-19HCP, GF.

I would never pass.
Assuming partner shows a weak notrump but would not bid 2NT if he is sub-minimum I raise.
Yes we do not have 25 HCP combined, but I like my chances.
Without the red tens I would feel much less comfortable.
It is unlikely we can make exactly 8 tricks.
If we go down I have chucked away 3 additional IMPs.
But we may well make 9 tricks on the "wrong" opening lead or there could be no defense.
For example partner might have QJ87x Kx KQx Kxx
Meckwell make a fortune out of such deals.

Reading this, and re-reading the subtitle of this thread, led me to delete my vote. I don't know if a partner with whom I haven't discussed this auction would assume what you say or not, we HAVE discussed it, and we wouldn't have opened a weak two with x QJTxxx txx
AQx.

A passed-hand 2/1 in our style includes hands with the top end strength for a weak-two with the wrong honor array (too much outside hearts) and happens to guarantee a rebid. A passed-hand 1nt would still be forcing and we would follow with 2nt holding the OP hand. Opener, if accepting game will check back with 3 if she has three.

Partner has lots of options beside 2 NT after your non-forcing 2 . Pass with a doubleton and minny opener. Raise with a fit. 2 with 6 , etc. So it would seem like 2 NT should show some extras.

With good fitting Minor cards, I think you raise to 3 NT vulnerable at IMPs.

I have a full opener, partner has a max pass. The 5-1 fit should play about as well as anything else, if they let us stay at the 2 level, no? And if they come in, well, then they can play the misfit. Sounds good to me.

Yep. And the main reason 2 or 2 anything by a passed hand is forcing (for us) is that We could easily have a hand which now values to a lot in support of Spades.

Qxxx AQJxx xxx x for instance. Opposite a 4th chair 1, we might even be able to find a slam on very few HCP.
