I have heard the Big Boys at the Cavendish say if partner can't do something over 3D then 9 or 10 is the max you will make.

Yes. Is a bit of system problem. But I suspect if there is a way to bid this hand Gib would screw it up.
Gib see no extra value in decent 8-card suits.
However, Gib is willing to give full value to a void in a suit partner has bid even in NT.
