Another 1 2C = 18-19 bal or 6+ diamonds 10-15

Is this workable? I would think so, because if responder does anything other than bidding 2D, he must have values for a GF opposite 18-19.

Aftrt 2C - 2D (to play), opener can bid 2H with 18-19 which responder can pass or puppet to 2NT. This seems like the same position reversed that Mex 2D openers are in (they can get out in 2S, but not 2H).

If opponents are passing this is fine. The problem comes in more competitive auctions; maybe the worst case is 2-(4) and you hold 4-5 and not a very strong hand. If partner has 18-19 balanced you may want to double, but if partner has long diamonds you want to bid 5 (whether to make or sacrifice). Of course you could assign double to this meaning, but then you're stuck when you have a more traditional values/penalty sort of double opposite the diamonds hand. Even after 2-Pass, there are hands where you'd like to raise preemptively to 4 or 5 opposite the diamond hand but are afraid to bypass 3NT opposite 18-19 balanced.
