It should still apply by passed hand; doubler cares whether advancer has a 9 count or is maybe very weak. My main issue with GIB's usage is that it needs too much for the direct non-2nt bids, wanting 10+ or something. 9+ should be plenty, or good working 8 with a 5 cd suit.
The debate over whether lebensohl should apply mainly occurs when *doubler* is a passed hand, not when the advancer is a passed hand. Then there is room for debate as doubler has a much narrower range and advancer can arguably just bid game or not and have 2nt as possible resting spot when not having the nerve to pass for penalties, or use 2nt as a scramble 2 places to play.
