You need to read the book : Optimal Hand Evaluation, recently published by Master Point Press (available through Baron Barclay or the Bridge World magazine on-line bookstore). I think that you will find that it has the answers to most of the issues raised through all the comments above and provides the "right" hand evaluation point count.
