Who should double?

This is an interesting question! We play 1H, Dbl, 2H, Dbl, and 1H, Dbl, 3H, Dbl, as responsive because opponents have found a fit and we don't look for low level penalty doubles when opps have a fit. An auction such as 1H, Pass, 1NT, Dbl, 2H, Dbl would be penalties as there is no indiction that opps have a fit.

But I have never considered 2H, Pass, 2NT, Dbl, 3H, Dbl where there may be a fit I think it should be penalty, but will ask partner next time we meet up!

Why wouldn't it be responsive?
