No it is not.
Yes, you might have opened 3♦ tactically with 7-5. But then you bid FiVE clubs.

I, for one, disagree strongly
I’ve never opened 3D and bid 5C over partner’s 3S bid but, if I did, it would be something like Kxx xxx AQxxxxx void or Jxxx xx AQxxxxx void,not that I’m prone to opening 3D on that latter hand, but there are situations in which I’d at least consider it.
