If opps bid 1♠ and partner does not neg DBL, I will rebid 2♣ but am happy to pass if advancer raises 1♠ to 2♠ or higher.

Playing a 2/1 style, I would open 1♥ and rebid clubs if given the chance.
If you open 1♣, what do you bid over a 1♠ or 1NT response? You've got 2 mediocre long suits, and not nearly the playing strength to reverse to 2♥. Opposite a 1♠ response, you're facing a potential misfit so getting your hearts in could be problematic. Opposite 1NT the chance of a misfit is lower, but getting to hearts is just as problematic. Your best plan of action is to hope that partner responds 1♥.

I get best of both worlds here, we play X as exactly 4 hearts when 3 suits have been bid, so 2♥ shows 5-6 and not necessarily extras.

I was thinking about West's 3rd bid. I wonder what of the below is in line with good theory:
1. If East is a competent bidder, East will not hold a 4-card Heart suit or a 4-card Spade suit (or both) if East has 6-9 HCPs. One prefers to respond 1M (not 1♦) holding a min hand and 4-3-4-2, 3-4-4-2, 4-2-4-3, 2-4-4,3 shapes.
2. To me, the 3♣ raise is most certainly a 3-card (not a 2-card) raise. The bid also confirms East's HCP strength in the sub-game (6-10) range.
3. They (NS) appear to have a 10- or 11-card fit in Spades. We cannot be sure which side makes how many tricks.
So I think I would jump to 5♣ instead of simply bidding 4♣. Our side may not make it, but IF we don't, there is a fair chance that their side will make 4♠ if we allow them to bid it.

I like your analysis. Not knowing the style of these players, I have to make a lot of assumptions and took the low road.
