Strange play in Bridge Master?

In Bridge Master Level 3 Advanced Hand A-24, why wouldn't West cover East's queen on trick 1? The whole idea, according to the Solution, was to keep West off the lead.

Are you sure you're quoting the right hand? In Level 3 A-24, West leads the club ten at trick 1, so cannot "cover East's queen".
