Why different strengths?

Two auctions with opponents silent:

1) P-1S-1NT-2D-3D is described as 4+d,8-12 total points
2) 1D-1H-2C-3C is described as 4+c, 10-12 total points


In both cases, opener's rebid is described as 12-18 total points. Why is there a difference in responders range?
