Exactly the same agreements, situation and alerts in my club too.
Our regulations unfortunately do not say whether 2/1 should be alerted when GF or not, but do say to alert if not natural or unexpected and in doubt.
Given that some still play some or all 2/1 as a natural max limit raise, others play that 2 promises clubs or that 2 may be 4=card (yuck) and/or a weak raise, I choose to alert.
