Polish club question after 1[CL]-1[DI]

I wonder how to handle the hands 12-14H and 5♣3♦2♥3♠ in polish club after 1♣-1♦ ?
If it is accepted that 1♥ may only show 3 cards, should also 1♠ possibly show only 3 cards in that case ?
What looks to be the least worst choice ?

with 5323 must rebid 1♠...its the better choice.
