Does this mean that responder with 16-17 has to jump to 3N over 2♥? If so, does he jump with only 2353 shape or is 2254 allowed too? Are any other shapes allowed?

Responder's 3NT shows at best a bad 16, so opener's 4NT should show something like 17 or slightly more.
