I was playing South with three GIBs. I opened 1C with three Aces and a balanced hand. My GIB partner responed 1S and with a doubleton spade, I bid 1NT. My GIB partner passed with 15 HCP. Needless to say, I made 2NT and received a poor score.

Of course, you meant to say that you made +2 (9 tricks). Your result was duplicated at one table where the only human was playing West, with GIBs as North, South and East. At some other tables, NorthGIB continued the auction after 1-1-1NT, so there must be some strange simulations going on.

When I first read your post, I thought you said "GIB responded 1 with a doubleton spade". :)

Not only did GIB under bid when it passed, but it bid incorrectly to begin with. With a game-forcing hand it should bid up the line, not bypass diamonds. Then with proper bidding, maybe you can find the club slam.
