Why does East's 3♥ bid show more strength than his 2♠ bid showed?

I don't think it does, it's actually showing a minimum for the 2♠ bid. West's 4♥ bid seems decidedly optimistic.

Looks like bad explanation, adding 2 TP based on nothing.

Will be fixed to show the promised minimum as should be in this situation.
