Would 4♠ be natural or a cue bid over 4♦? If North thinks 3♣ showed a major and it isn't ♥...

4♠ would be natural, because 3♠ over 3♥ is forcing raise with fit ♥.
So bidding 4♦ doesn't yet exclude the opportunity that partner has 4♠
That's why 5♣ is picked to show fit in diamonds and control.
So it's not skipped control, just continuation of the stayman started auction.

The controls that are shown and denied by cue bids is programmed into the GIB code, not in bidding rules. I was reading it a few days ago, and having a hard time understanding it. It seems to get things wrong quite a bit (that's why I was looking at it), I think because it doesn't know which bids would be natural or artificial according to the bidding rules. So once it sees a cue bid, it assumes you've denied the control in all the suits skipped along the way.
If I can figure out how it works, I'll try to correct it.

i dont mind that GIB didnt bid 4♠. I think that the explanation for 5♣ should not have "7-8421 HCP in ♠" if GIB considers 4♠ natural.

That's what barmar explained above, yes. If I understood correctly, when making the bid GIB understands that, but when pulling the explanation out, it doesn't.
