The rule that says to jump with 10+ points doesn't discount points in the opponent's suit. And simulations are disallowed for this rule, which probably would have tempered it in a case like this.

So if I happen to double a 1 level opening, GIB feels free to jump to 4 with 10 points? The points he shows are not about the jump, they are about the level he commits us to. Jump shows 10+ when my LHO did not bid .....I cant know if he will bid or not, but 10 points opposite double are still only good enough to commit to 3 level. I would disagree with 4♥ even if GIBs K♠ was K♣.
If it goes 1♥ -X-3♥-? GIB will jump to 5 level now in minor to show 10 points?
Another thing I didnt understand - does GIB absolutely and always expects 4 cards in the other major?

The alternative is a large range for 3♥. Unless you think we should increase the bottom of the range. Currently, it will compete with 6-10 points, and jump with 10+.
Although the double doesn't promise 4 cards in the other major (look at the description, it says 3-4 ♥), GIB will assume it when responding, just like any normal bridge player does.
And no, it won't jump to 5 if the opponent bids 3♠; the rule is only for jumps to the 3 and 4 level. The rule that applies in the case where West jumps to 3♠ says to make a responsive double.
There's definitely some problems in this area. For instance, the rule for that responsive double limits suits to be at most 5 cards. So with 2=6=3=2 and the same 10 points, it passes!

My personal preference is that with 4 card suits and nothing special, GIB should not compete to 3 level with 6-7/8 points (I dont think you will see a lot of good players doing that in real life also). And sorry - but I disagree that any normal bridge player assumes 4 cards in the other major, when jumping to 4 level opposite 1level t/o double with border-line hands. This imposes great limitations on the doubling, and in the long run it pays off to be able to double aggressively. If GIB is willing to force to 4 level on 10+HCP it would be better if it could cuebid at the 3 level - at least that allows you to get out in the 5 card minor if needed. But this is only my opinion, and I dont know what would the majority of good players say. Is it really **that** difficult to program GIB to re-evaluate the hand once opponents found fit - at least something along the lines of splinter?

Are you one of those players who likes to make frequent takeout doubles with 4333 hands? Maybe that's why you expect partner to take the low road. My guess is that doubler has 4 cards in the other major at least 75% of the time. Doubles of a minor are a different thing -- I don't expect partner to have 4 cards in both majors most of the time.
GIB already has an agreement for what a cue bid means: 13+ points. Jumping is intermediate.
As I said, there are some problems in this area that we'll have to investigate, since it's not even consistent with itself -- over a normal raise it will jump to 4, but over a preemptive raise it makes a responsive double with somewhat balanced hands, and passes with a 6 card suit.
