After I balance with double and then double 2H again, can North not show a 7 card spade suit at some point?

The first double shows 12+ points, the second shows 15+, a third would show 19+. The book bid is 3♠, but simulations tell it that its hand is better than the 3 TP it can see, and it bids 4♠.
