it seems to have all of its description except not sure what( 8- total points) means......
clearly if west can have 8-20 then 2nt must mean something as an invite I would assume.

if i was sitting south i would expect the 2nt bidder to have that type of hand since i only have 2 hcp

so what are we complaining about?
not all bids can fit into nice little compartments where
the explanation of the bid is gonna give all of the full details.
East didnt double 1NT, so he probably has 13-14HCP, his partner doubled did
not bid so he has values, they have the 1NT bidder sandwiched which should make
the play easier.
Is south complaining about the 2NT bid? or is the West GIB complaining?
Sometimes I think you have to use your bridge logic.

I would say:
- the takeout double should have a higher floor. 8 total points is too thin to balance when you are forcing to 3 level and they don't have to have a fit.
- Ideally GIB should be playing 2nt as a scramble, not as a place to play, and the bid shouldn't have an assigned point range (maybe 14- pts)? So no 6 cd suit, not one 5 cd suit, and west should bid 3c.
This really should be default over takeout dbls of 2M.

I agree, only cause there were alot of other options west could have done,
2♠ takeout
X shows hearts
2NT minors
but looking at the south hand its pretty easy to understand that the 2NT bidder is probably a pretty good hand.
its also pretty suprising that East didnt pass the double
