Opener bid 3D on this hand. Sorry, but that bid is obscene unless it shows a 3 card H fit. (Before someone comments, it does in some versions of Polish Club).

What would be your alternative rebid ( instead of 3D ... assuming you "never" raise ♥ with only 3 card support .... or is this an exception ) ?

3D is the normal rebid on that hand. You might not like it on that shape and without better diamonds, but it gives an idea of the shape and strength. Lacking an artificial call to show 3-6 in the reds, 3D would certainly be my rebid.
p.s. what's wrong with 6D as a contract? Just seems to need diamonds 3-2 or singleton J. You aren't going to get there easily but it's pretty bizarre to end in 3NT

Unfortunately standard american way to play is leaky as a sieve in this situation so you have to guess. My advice is to find some kind of systemic solution for that problem instead of trying to improve your judgement in this spot as you gain a lot of from a convention here an basically nothing from evaluation (as even perfect player would arrive at many hopeless contracts).
My opinion is that reverse (2S here and 2H after 1S) meaning only "I have good 16+hcp" is easy and good way to play (after that you bid old suits with very weak hands and 2NT with GF hands leaving plenty of space to investigate).
3D should be reserved for invites. It's standard and good bidding principle: "jump with old suit is an invite". You want to bid it with something like: AJx Kx KQTxxxx x, not with 17hcp with support.

With the opener hand, I can accept 3♦ as not perfect, but better than most options. 3♥ is an alternative I would consider, but I don't like 2♠. I would never be able to get back to hearts after partner's raise.

If I played a gadget (which I do) I would use it (2S-2NT-3D = 3-6 invite)
But not playing a gadget I see no alternative to 3D. It's not worth a game force.
