Dbl, penalty by meta agreement. When not playing with my regular partners I'd pass though, because Dbl would be considered takeout.

If your X is penalty, I definitely would at MP. But in a long IMP match I wouldn't unless trailing by a lot. It can really swing the momentum to have 3X=, even though I think -1 is most likely and -2 is more likely than =.

X would be penalty with all my partners (and that's what I would assume with an unfamiliar partner), and I would do it both MP and IMP.

Opener can still correct to 4H, of course, with a spectacular fit for hearts and poor defense against diamonds.
