Check the conditions of contest and rules of your National Bridge organization. or at least supply a link to the information.
Unless someone is familiar with rules for Cyprus or wherever your from they will have no idea.

It doesn’t.
It doesn’t state that either.
This is history now but I was curious. I guess CoC should have been clearer.

If the CoC doesn't answer the critical questions, it's pretty difficult to give a definitive answer. Maybe the RA has some precedents that they can refer to.
It seems kind of irresponsible to have regulations that say contestants must do certain things, but doesn't say what should be done when they fail.

Maybe assign a PP or forbid the pair to play any BSCs as opps didn't have time to prepare a defense? Or give opps time to discuss defenses at the start of the match and then give any resulting time penalty to the offenders?
Of course it would be nice to have explicit rules for this. But you can't have rules for everything.

I don't think that extends to cancelling the event, but I do think he can require the miscreant pair to play a simple system card even if there's no regulation that explicitly gives him that authority.
