MP game. Human South.

If GIB isn't going to reverse into hearts with this hand then shouldn't it open 1H and rebid diamonds? It's almost like it's planning to reverse but then changes its mind.

Exactly.
Gib lacks the capability to plan for routine responses from partner.

This is a tricky hand and any bid is a compromise. Different strategies include:
(1) Open 1 and reverse with 2 over the expected 1 response. The hand has the playing strength but lacks HCPs and defensive strength (partner might mis-judge if opponents compete).
(2) Open 1 and rebid 2 over the expected 1 response THEN make a further try (3?) if partner gives (possibly false) preference to hearts.
(3) Open 1 and rebid 2 over the expected 1 response. (What do you do next if partner rebids 2?)
(4) Open 1 and rebid 2 over the expected 1 response THEN pass if partner gives (possibly false) preference to hearts.
(5) Open 1 and rebid 3 over the expected 1 response. This really does bury the heart suit and partner will expect more HCP.

Change South's hand to J753 92 A65 K1064 and a diamond slam seems to have good chances. On this basis I pick option 1 (and would rank the options in the order given).

I disagree about how tricky this hand is. Open 1 and rebid 2. What bad thing can possibly happen? People think nothing of reversing with x AQJx AJTxx AJx because it's 17 "points". How is that hand any better than AKxxx KJT98x - Qx?

I agree but the bean counters won't bid 2. If you won't bid 2 you have to open 1 as next best.
