is this alertable under acbl rules

Usually cue bids are not alertable. If you do a Michaels cue bid or an unusual 2NT bid, it is my understanding not alertable.

Now - if you are in the balancing seat, we play that a cue bid would indicate a strong hand, 19 plus points and does not indicate a Michaels cuebid shape. For example, 1c, p,p, 2c would NOT be a Michaels bid.

Similarly, if the bidding goes 1c, p, p, 2N - this DOES NOT indicate two lowest unbid suits, but instead indicates that we have 18-19 points.

The reason for both of these cases is that we would not preempt in 4th seat, and frequently the unusual 2n and the michaels cuebid are preemptive in nature.

Are these bids considered standard enough to NOT be alertable? Which of these bids might be alertable?

ACBL hasn't bothered updating the alert charts since they changed the Convention Charts

With this said and done, using a balancing 2NT to show a strong balanced hand is bog standard
AND, under the old regime, NO cue bids were alertable, SO....

it is a pity that the ACBL have not adopted the philosophy that a call should have at most one non-alertable or -announceable meaning.
