it is either 2S or 2C, depending on
partnership agreement.
For me the hand is nearly perfect for
a 2S bid, ... I raise rarely with only 3
card support.
The only thing missing is a spade honor,
but on the other hand, one does have
some HCP compensation.

I suppose the theory is that with a 3154, with a minimum you raise immediately so raising via 2♣ would show extras. But with this hand I don't really see any alternative to 2♠. Agree that the hand is very strong for that bid, though.

as for raising to the 3 level on 3 card support, I can only think of one hand in recent memory that i felt warranted that. i held something like JTx x AKQTx AT9x. 2C seems like an extreme underbid, 3C an equally extreme overbid...whereas I want to be in 4S on the vast majority of hands partner has 5 trumps or 4 quality trumps.
of course, someone who shall remain nameless (ahem, MM), but has been posting in this thread, was kibitzing and immediately called my 3S bid insane.
