I would bid 4 at my first turn.

Having passed, it would be a mistake to bid - now the opponents have exchanged some information, and are likely to double you when that is right, or to bid 4 when it makes.

I don't expect 4 to make opposite partner's favorable preempt, but it might.
The opponents should be able to make some spades, even 4 will be cold some percentage of the time.

Here, I bid 4, possibly investing an extra 50 (it will be hard for them to double) to keep them quiet.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

Pass and pass. You and partner probably have 9 tricks in hearts; they probably have a 9 card spade fit and you and partner a 8 card heart fit. 17 total tricks = they're probably 1 down.

Not enough information.

If I had made the 3 bid, I would strongly recommend a pass. However, I do have partners who believe in solid 3 bids regardless of color, and with them you'd bid 4.

Hi,

Pass, but it depends on your partnership
agreements about preempts.

For us, 3H would show a hand, which will
go down at most 4, and this means I need
5 tricks to bid game with the intention to
make, and I have a hard time finding 4
let alone 5 tricks in my hand.

If 3S come back, I will pass it out, if
4S comes back I will hit it.

Pass and pass, I expect we make 8 or 9 tricks in hearts. No reason to sac against a partscore at IMPs.

The way I was taught, partner is allowed to give 500 on a 3 level preempt, but no more. Ergo, since we're NV, partner probably needs 4 tricks from me to make 4.

I don't have it, so I pass.

It push comes to shove, I'll take my chances defending, I think.
