They both look like a perfect textbook 3 to me, although i am aware that the fashion lately is to preempt 1 level higher at these colors and i like it. Whatever i choose, i would never argue with someone who chooses the other though. I think best is whatever your pd is expecting you to hold at these colors.

I would just open them both 4 to be honest at these colors. I am not very strong on 2nd hand though, i am just saying what i would do at the table.

they are both roughly a 3h bid however hand 1 has the extra
potential to cause an error in opps estimation of their hand
and that seems to make it worth the extra level.

I'd open 3 on default, but this is the kind of hand I'd open 4 if my opponents are clearly better than the field (MPs) or clearly better than my team mates (IMP Team Match)

Really? You would double cross your partner like that?
Your pd may have bid 3NT on Qxx of H and nothing else for starters.

As noted by many friends above, both are textbook 3-bids. Rule of 2-3-4.
However, on hand 1 they have one more to play with, and I want to take space out of their auction. I will open 4 primarily to make their slam finding apparatus harder to start.
Wishful thinking department: I could bid 2.5 on 2 and smile as my +125 scores better than -50 ;)
I hate 7222.

Perhaps textbooks come in a range of quality - ;)
